If it helps, a tool I use to build my website is called SvelteKit. It's a JS framework that lets you break HTML/CSS/JS fragments into reusable components, and it allows compiling your website into a static website. Despite being a JS framework, if you know what you're doing, you can make your website work with JS turned off. There's also tools called static site generators, too.

Oh also another reason to tack on to my reply, Neocities only lets you have 1 site without paying but I want to keep this one as sort of an archive.
