From what I've heard, seen and learned, no you don't have to! It's why most call it a fashion subculture with an emphasis on fashion. What we all have in common is what we wear and/or want to wear first! There are indeed bands and artists that wear and promote the fashion, but you aren't obliged to listen to them (would be nice if you did, but no one should be berating you for not doing/liking it)!

(i know my site doesn't really reflect it, but i've observing lolita subculture since i was a tween and started wearing it in ~2011, so i hope it's ok if i chime in!) you absolutely do NOT have to listen to a specific music genre! music did indeed play a big role in the history of lolita fashion, and made it more popular, but there isn't a rule saying you have to like/listen to them to wear the clothes. :)
that being said, i have to agree with gooby--give some bands a shot, if it at all interests you! there's some good music out there. Kanon Wakeshima is my personal favorite, and i still vibe to Malice Mizer sometimes ♥
