I would check out ezgif! I recently figured out that if you put a gif in then you can resize it down to roughly the size of the stamp border you're using, go to the "overlay" tab and put a stamp border over it, and then go to "crop" and cut off any excess stuff :D
you would need to find a free to use stamp border for it though
There are lots of different ftu stamp borders on DeviantArt still. (´・ω・｀)
