There was a massive slump in personal websites around the time I was at uni - I used to run Star Wars fan fic sites and virtually all the Star Wars fan sites disappeared around that time, or went inactive. We lost Geocities, Freewebs has gone and Bravenet cut their storage for freewebsites and then stopped doing free websites all together. All the other freeweb hosts were site builders and came with predesigned -
templates (all of which look the same, now). There is tumblr of course, but it's not easy to design layouts for it. Neocities is the only place now, unless you want to go down the pay for domain and hosting route - I found that was a distraction, tbh because they came with wordpress, and other packages that I didn't want. Neocities is really the only place, but the fan site scene has loooong gone...
nekoweb seems to be cropping up as a new webhost but tbh i dont rlly have TOO many high hopes for it's preservence nor am i moving there or anything
