I found this out back in 2022 that Neocities can run on windows xp but you have to get a browser(i forgot the name of it) for it to run.

i think you mean mypal browser, it's made for windows xp so modern websites can work on it

Yea, I got mypal to run on my Windows XP virtual machine and most modern websites can run on it but some had issues regardless
